CODE ENFORCEMENT - ANIMAL CONTROL
All dogs and cats are required to be licensed and to wear that license at all times.
Licensing is done at City Hall and takes only minutes to do. Fees are currently $20 per pet for a lifetime license.

All dogs off of their own property must be on a leash.
Stray pets may be held temporarily at the Lake Stevens Police Department (425-334-9537) or they may be taken to the Everett Animal Shelter (425-257-6000). Weather, staffing, call load and other circumstances are taken into consideration in determining where the pets are taken. An attempt is made to return all licensed pets to their owners as soon as possible. A lost and found pet log is kept at the police department; however it is not all-inclusive and pet owners are encouraged to check with local shelters. It remains the
responsibility of the pet owner to locate their missing pet.
Three dogs and three cats are the maximum number of permissible pets per household .
No owner may allow a pet (cat, etc.) to trespass upon the property of another.
Excessive barking/animal noises are prohibited.
It is unlawful to keep an animal which excessively barks, whines, howls, or makes a noise that disturbs the peace and quiet of persons in the neighborhood. To report a noise violation, call 911 when the barking becomes excessive and disruptive. Officers must observe the dog barking and we must have a complaint to take enforcement action.
“Scooping” Requirements.
- You must have the necessary equipment to remove fecal matter when accompanied by
your animal off your property.
- The pet owner is responsible for removing fecal matter on public or non-owned private
property before leaving the area.
- Feces must be removed at least every 72 hours from areas where animals are kept.
Inherently Dangerous and Wild Animals are Prohibited.
This includes, but is not limited to any members of the cat and dog family not customarily domesticated by man (including hybrids), bears, venomous and “devenomized” reptiles, colubridae snakes which are rear fanged and/or reach 10 feet or over in length, and alligators/crocodiles. It is a misdemeanor to own such an animal.
All dog bites must be reported.
All reported dog bites are investigated and the appropriate and applicable procedures are implemented such as quarantine requirements and dangerous dog/potentially dangerous dog requirements.
Animal Cruelty is a crime.
Reports of animal cruelty will be investigated and the appropriate action will be taken.
