Subarea Planning

The City of Lake Stevens is engaging in a community-wide effort to shape the long-term future of Lake Stevens (see map) in two distinct areas.

20th Street SE Corridor Subarea

 

The City has hired the team of LMN Architects - Planning and Urban Design to facilitate the subarea planning process. This process will engage and involve community members in defining their vision for the future of Lake Stevens.

Subarea Planning Schedule

 

Our community enjoys a rich and unique history that continues to define who we are today. To preserve that quality of life and support and enhance Lake Stevens as a place where citizens and families can shop, play and stay we are defining what our commercial centers should become.

 

The project website is one avenue the City will utilize throughout the planning process to share information and gather feedback from the community. The site will be updated on a regular basis so please check back often.

Visioning Process:

An Open House and Workshop were held on March 29, 2011.  Almost 60 people attended the afternoon open house and another 60 attended the evening workshop to provide their input to the types of land uses they would like to see in the two subareas and to ask questions.  You can read the public input from the meetings provided by attendees for each subarea at the links below:

Draft objectives to guide the Subarea Planning process were presented at the Visioning meetings.  In addition, a slide program asking attendees what they wanted to see in their community was shown.  The program had photos from development in other cities that you may want to see in Lake Stevens in the future. The attendees also received a glossary of planning terms they may not know.

Scoping Process:

As part of the subarea planning process, for the 20th Street SE Corridor and Lake Stevens Center, the City is proposing three distinct development alternatives for each area.  Following the selection of a preferred alternative, the City may amend the Comprehensive Plan, rezone properties, modify the zoning code, adopt or amend design guidelines, and designate the subareas as Planned Actions. The SEPA Scoping Notice was issued on July 1, 2011.

The City held a Public Scoping Meeting on July 14, 2011 to solicit public input on the development alternatives.  The project consultants presented material on the subarea development alternatives and Planned Action requirements. Approximately 50 people attended the scoping meeting.  Subsequently, the City has prepared a Combined Scoping Report that summarizes public comments and identifies specific elements for environmental review.
